Best PIF software for cosmetics: how to choose

Three kinds of cosmetic compliance software

Decide what you need the tool to do before you compare. For what the file itself must contain, see the cosmetic PIF requirements checklist.

PIF and compliance modules

Software focused on building and keeping the product information file, often sold alongside regulatory services such as safety reports and notification.

Cosmetics PLM

Product lifecycle software covering formulation, packaging and artwork, with PIF generation as one module. Usually priced by users and modules.

Software plus services

Some vendors pair software with a safety assessor, a Responsible Person service or notification. Check which parts are software and which are a separate service.

Questions to ask any PIF software vendor

Use these questions with any vendor, including ones not listed here.
For the retention and update rules behind these questions, read how long to keep a cosmetic PIF and when to update it and CPSR vs PIF: what’s the difference?
  • Does it hold all five Article 11 items, or only some of them?
  • Does it keep dated versions of the safety report and formula, so you can show what applied to each batch?
  • Can you record the date the last batch was placed on the market, and keep the file for ten years after it?
  • Does it support GB and EU differences: an English-language file for GB, SCPN and CPNP notification?
  • Which parts are software, and which are a separate paid service, such as the safety assessment or the Responsible Person role?
  • Can you export the whole file for a competent authority without the vendor’s help?

How we compared

We read each vendor’s own product, PIF and pricing pages in October 2026 and recorded what they say the software does for the product information file, what else they list and whether they publish a price. Where a vendor publishes no price, we write “not published” rather than estimate. We did not run hands-on tests or trials, and the order of the table is not a ranking. Vendors we could not verify on their own website were left out.
FAQ

Common questions

What is the best cosmetic compliance software?
It depends on what you need. A small brand that mainly needs its product files in order may want a PIF-focused tool; a manufacturer managing many formulas may want cosmetics PLM with a PIF module. Compare what each holds and ask for a price for your number of users and products.
Do these tools publish prices?
None of the five products in this comparison published a price on the pages we checked in October 2026. Each asks you to request a demo or contact sales.
Does PIF software replace a safety assessor?
No. Part B of the safety report must be carried out and signed by a qualified safety assessor under Article 10(2). Some vendors offer that as a separate service.
Did you test these tools?
No. This comparison uses each vendor’s own published information, checked October 2026.
